Common load management protocol

We've developed a common load management protocol. It provides a shared set of terms and expectations for how lines companies and retailers coordinate load management during network and grid emergencies.

With more retailers managing load across electricity distribution networks, the sector needs a common approach for how load is managed during network and grid emergencies.

If each network followed different rules, it would increase complexity and the risk of error — particularly during time-critical situations. A consistent approach helps ensure electricity continues to flow reliably to homes, businesses and communities across Aotearoa.

A coordinated approach to managing load

Our Future Networks Forum has developed a common load management protocol. It provides a shared set of terms and expectations for how electricity distribution businesses (EDBs) and retailers coordinate load management during network and grid emergencies.

Load management includes hot water control and any other controllable load such as electric vehicle chargers.
Having a common protocol will help:

  • ensure a coordinated response during emergency situations
  • reduce confusion and operational risk across networks
  • support a reliable electricity supply for consumers.

All EDBs and retailers can adopt the protocol and apply it when required. The core terms provide a consistent national framework, while still allowing each EDB to write specific schedules that reflect the characteristics of their local network.

If adopted by EDBs and retailers, the protocol will work alongside and support the requirements of the Default Distributor Agreement (DDA).

Developed with sector input

The protocol has been developed with input from across the electricity sector, in particular, with retailers and traders.

Our initial intention was to have a protocol in place before winter 2025. However, the timeline was deliberately slowed to allow more time for engagement and to ensure the framework would work in practice. Getting it right was more important than moving quickly.

Stakeholder feedback helped refine the protocol. Changes were made where they improved clarity and practicality, while keeping the framework simple and focused on minimising the risk of network and grid emergencies.

Version 1.0 now available

Version 1.0 of the common load management protocol now provides the sector with a clear and consistent framework that EDBs and retailers can begin using ahead of winter 2026. The two related documents are linked below: 

An evolving framework

The protocol is not set in stone. As the electricity system evolves and more controllable technologies connect to the network, the framework will continue to develop.

ENA will coordinate a regular review process with distributors, retailers and other interested parties. This will allow the sector to refine the protocol as we gain experience operating to it.
