welcome the priority that the Authority is giving to advancing the regime for advanced metering and demand-side communication facilitation, and contrast this with the lack of progress being made by the Commerce Commission in developing the parallel ‘section 54 Q’ arrangements required by Part 4 of the Commerce Act to incentivise such activity by distributors.
